However, even though initial complaints against letting agents were down, the number that were taken on rose sharply by 40% from 567 in the first half of last year to 796 in the first half of this year.&lt;br /&gt;&lt;br /&gt;While this was a record number of complaints accepted from tenants and landlords about letting agents, the number of letting agents subscribing to TPO also rose.&lt;br /&gt;&lt;br /&gt;The rise in complaints reported for the first six months of this year was ahead of the requirement that comes into force today for every letting agent in England to register with an approved redress scheme.&lt;br /&gt;&lt;br /&gt;The number of complaints accepted against sales agents also rose sharply by 42% from 382 to 544.&lt;br /&gt;&lt;br /&gt;There are also more sales agents, and more letting agents, signed up to TPO: a total of 13,125 sales offices, up from 12,125 a year ago, and 11,575 letting agent branches, up from 10,391.&lt;br /&gt;&lt;br /&gt;The number of sales agents signed up to TPO includes 204 online agents.&lt;br /&gt;&lt;br /&gt;The overall membership of TPO is up 15%.&lt;br /&gt;&lt;br /&gt;The figures, published in TPO`s new interim report, reveal that 1,187 complaints were resolved in total about both sales and lettings agents between January 1 and June 30, with 721 complaints (representing 61% of all complaints) made against letting agents – a 37% increase on the same period last year.&lt;br /&gt;&lt;br /&gt;The ombudsman upheld 74% of the complaints.&lt;br /&gt;&lt;br /&gt;Ombudsman Christopher Hamer said: `Up until now, there has been no legal requirement for any letting agent to register with a redress scheme, which has left thousands of tenants and landlords unable to access our free, fair and independent dispute resolution service.&lt;br /&gt;&lt;br /&gt;`That is shown by the fact that around 20% of the initial consumer inquiries we received in this period related to lettings agents that were not signed up to TPO.&lt;br /&gt;&lt;br /&gt;`I am pleased to note that the new legislation will change that and we`ve already seen nearly 1,000 firms register this year, making us the largest redress scheme with 11,744 lettings offices under my jurisdiction and following our code of practice, which sets out what service consumers should receive from member firms.&lt;br /&gt;&lt;br /&gt;`The sharp increase in the number of lettings agents registering for redress with TPO, combined with TPO`s increased profile and the ever-growing number of households renting, goes some way to explain why we`ve seen such a significant increase in the number of lettings complaints, with more than half of our total inquiries now coming from landlords and tenants that feel they have been treated unfairly.&lt;br /&gt;&lt;br /&gt;`The new legislation will make it an offence for any ‘rogue` agent that has not registered to trade and they will face a fine of up to £5,000.`&lt;br /&gt;&lt;br /&gt;Key findings in the latest TPO report include:&lt;br /&gt;&lt;br /&gt;* Registered agents (p7): more than 4,000 additional agents registered with TPO, with sales and lettings representing the biggest growth areas. However, there is a growing body of evidence to suggest that this may no longer be the case, with a combination of economic and cultural factors meaning the private rented sector (PRS) could eventually overtake ownership as the UK`s dominant form of housing. &lt;br /&gt;&lt;br /&gt;According to research from Savills, the number of private rented households in England and Wales will grow by 1.2 million between now and the end of 2019. This would take the number of rented homes up to six million - 24 per cent of the national total. In the same period, owner-occupied homes are expected to fall by 200,000 to 14.67 million. As a result, they would account for 59 per cent of total households, down from 62 per cent at present. &lt;br /&gt;&lt;br /&gt;While the PRS is set for major expansion, these figures suggest homeownership will remain the dominant force in the housing market for the foreseeable future at least. However, Savills also revealed the growth of renting will be particularly prevalent in the younger generation, which suggests that as these people grow older and raise children, homeownership may no longer be seen as the cultural norm. &lt;br /&gt;&lt;br /&gt;By 2019, private renting is expected to account for two-thirds of all households where the primary resident is under the age of 35. This would equate to 2.8 million homes, an increase of more than half a million on the current figure. &lt;br /&gt;&lt;br /&gt;Strong growth is also forecast for the 35 to 49-year-old age group, with Savills expecting the number of private rented households in this age group to rise to more than two million, an increase of 30 per cent.&lt;br /&gt;&lt;br /&gt;The organisation believes the rise of renting will be most pronounced in London. An extra 250,000 households are expected to be rented in the capital by 2019. This would mean the sector accounts for 36 per cent of the city`s housing. Owner-occupied properties, meanwhile, are forecast to fall by 100,000 to 1.46 million, representing 42 per cent of London`s homes.&lt;br /&gt;&lt;br /&gt;Why is the PRS growing `&lt;br /&gt;&lt;br /&gt;Why then does the rental sector seem to be growing so rapidly` One of the most widely-recognised factors is the economy. While wage growth remains limited, the cost of living and particularly housing is becoming increasingly expensive. As a result, the number of people who can actually afford to buy their own home is shrinking rapidly. &lt;br /&gt;&lt;br /&gt;A study by Ocean Finance found a growing number of Britons between the age of 25 and 34 are increasingly pessimistic about their chances of getting on the housing ladder. Just under 46 per cent of those surveyed said they never expect to own their home. However, many people are also simply choosing to rent rather than buy as a lifestyle choice. Indeed, just under a third (32 per cent) of those surveyed said they are perfectly happy to continue renting.&lt;br /&gt;&lt;br /&gt;The conditions contributing to the growth of the private rented sector were recently discussed by Jane Morris, managing director of Property Let By Us. She told Property Reporter: "Private renting is here to stay and we will see continue to see a growth in tenant demand over the next few years.  &lt;br /&gt;&lt;br /&gt;"The buy-to-let boom is down to population growth, rising house prices, low wages and the recent tightening of mortgage criteria. Although there are plenty of tenants who chose to rent for lifestyle reasons, there are many forced into the market because they can`t afford to buy a property."&lt;br /&gt;&lt;br /&gt;Impact on agents&lt;br /&gt;&lt;br /&gt;So, what does this all mean for letting and estate agents? For the former it is naturally a good thing, as the growth of the rental sector means a higher number of customers. Three per cent of tenants highlighted the Green Party as having the right approach, while only two per cent said they think the Liberal Democrats are the best option. &lt;br /&gt;&lt;br /&gt;Carolyn Uphill, chair at the NLA, stated: "These findings suggest that as a vote-winning strategy, pitching to renters is falling flat on its face. In terms of value, growth of 16 per cent and 28 per cent was recorded respectively.&lt;br /&gt;&lt;br /&gt;In total, there were 51,520 buy-to-let loans in the third quarter, some 26,370 of these were for home purchase and 25,150 for remortgage.&lt;br /&gt;&lt;br /&gt;Paul Smee, CML director general, stated: "We are approaching the end of twelve months of change, transition and growth. It said its own members charge no more than £250 in tenant fees, a figure it believes to be reasonable.&lt;br /&gt;&lt;br /&gt;ARLA has now discussed the issue again after Labour MPs called for tenant fees to be banned altogether.&lt;br /&gt;&lt;br /&gt;The organisation`s managing director David Cox stated: "Tenant fees cover the cost of essential items during the lettings agreement process such as reference checks, the drafting of the tenancy agreement, and the management of tenancy extension or renewal.&lt;br /&gt;&lt;br /&gt;`All of these items cost the agent money to carry out, and provided the agent has a fair pricing structure, the agent will not make a noticeable profit on charging for these items."&lt;br /&gt;&lt;br /&gt;Mr Cox said ARLA is in favour of better regulation to protect tenants, but stressed that agents signed up with the organisation do not charge excessive fees.&lt;br /&gt;&lt;br /&gt;The subject of letting agent fees was discussed in the House of Lords last week by Baroness Neville-Rolfe. &lt;br /&gt;&lt;br /&gt;She revealed the government has no problem with agencies charging renters for certain services, but said practices such as only showing properties to people willing to pay a fee need to be outlawed.&lt;br /&gt;&lt;br /&gt;Baroness Neville-Rolfe claimed an outright ban on fees is not the solution to tackling a rogue minority and there is no evidence to suggest it would make renting cheaper.
